1. West Virginia, Missouri, Maryland, and Kentucky would qualify as a state that borders a border, confederate, and union state. They were technically border states also.
2. Richmond was the Confederate capital, while Washington DC was the Union capital. Virginia was a large influence in the south so they chose to put the capital there.
3. Kansas is the union state surrounded by territories on all sides except the east.
4. Border states that were part of the union. Missouri, Kentucky, West Virginia, and Maryland were the border states. They all were slave states that never joined the Confederacy.
