While both are tragedies caught by surprise, there are distinct differences between the two. The first is the culprit behind the tragedies. The bombing at Pearl Harbor was a surprise attack on the West Coast of the US organized by Japan. 9/11 was a surprise attack when planes flown by members of an Islamic terrorist group crashed into the twin towers and the Pentagon.
