This is from the Supreme Court case Plessy vs. Ferguson.
This 1896 case is considered a landmark ruling, as this allowed for the doctrine of "separate but equal" to be used in public places around the country. This case was used as a means to create segregated schools, churches, restaurants, etc.
This statement, written by Justice Brown, refers to the fact that nowhere in the constitution does it explicitly discuss this idea of separating races. Says it is not discussed, the court argues that this idea is not unreasonable. The Plessy vs. Ferguson ruling will change American society for the next 70 years.
