Why is the office of the lieutenant governor considered by some to be the most powerful office in texas state government? this office is elected independently of the governor and can develop a dominant legislative role. this office, unlike the governor's, is protected from being charged with crimes while in office. the texas constitution grants the lieutenant governor more authority than the governor. the lieutenant governor has the sole power and responsibility to appoint statewide officials?

I believe the answer is: this office is elected independently of the governor and can develop a dominant legislative role

On paper, a lieutenant governor is technically placed below the governor of the state but would stand in line for the position in case the governor unable to fulfill hi/her duty. So, technically, lieutenant governors had a massive legislative and executive power within a state even without having to appeal to the citizens.
