The sequence of events that led to the court hearing in the case of Marbury V. Madison was that James Madison withheld the commission of Marbury.

William Marbury was a party Leader that was from Maryland. Before Jefferson became the president of the US, he was supposed to have paid a commission to Marbury.

When he became the president, he had to instruct the secretary of state Madison not to pay the commission to him.

Marbury had to head to the court to write a petition in order of Mandamus in order to have Madison pay the commission.
