Both instances of genocide in Rwanda and Darfur occurred in Africa. In both cases, it is the government that starts the genocide to persecute minorities (the Tutsi in Rwanda, non-Arab citizens in Darfur).
Both episodes took place in the middle of civil war, in times of political transition, in countries with histories of ethnic nationalism, and in regions where the opposing ethnic populations lived close by.
