Both Platt Amendments and Roosevelt were corollaries though the Latin American nations could not control or handle themselves and they needed guidance from America. Platt amendment in 1903 Cuba was not to enter into any agreement with foreigners which would put its independence into danger. Cuba was told they must build up excess public debt.
