As the world comes closer and closer with economic globalization, Clinton believed the world needed to move toward more free trade. The collapse of the Cold War provided new markets and underdeveloped countries were beginning to put industrial measures in place. Clinton believed NAFTA would be a model for future trade agreements throughout the world. 

Clinton mentioned that globalization and need of job by African Americans that moved to Mexico are the changes going on in the world that made NAFTA necessary.
