Answer:

Passing the curfew would have both costs and benefits. The city would have to enforce the policy. Enacting the curfew also wouldn't provide any education to teens on the topic and prevention of the topic, so it wouldn't be a long term fix. It may keep more teens safe for the reason that smaller kids would be inside at night, however it would also inhibit the lives of kids that wanted to work, or go out and have innocent crime-less fun. The only benefit would be the potential drop off in teen related crime at the time of the passing of the curfew.
