The purpose was to limit the use of nuclear missies on each side and try to bring the tension between the Soviet Union and America to a end

The agreement between the Soviet Union and the United States was to limit the number of nuclear weapons.

By limiting the production of Nuclear Weapon, the United States tried to reduce the manufacture of strategic missiles.
