Mesopotamia came to have cities because the rivers in the Fertile Crescent allowed the people to grow crops. The reason the Fertile Crescent was so fertile was because of the silts. Which was really fertile soil. So they where able to have big surpluses because they used irrigation and canals to get the water to the plants and had great soil. They also divided the labor to keep everyone working. I hope it helps:)
