A totalitarian government is rule by one man, usually with a coterie of sycophants. Totalitarian governments may have total government control in common, but not necessarily anything else in common.
The USSR and Nazi Germany had very different political ideologies behind their respective systems. These ideologies were diametrically opposed. Nazism was born largely out of anti-communist/anti-bolshevist sentiment. Destroying the Soviet Union was one of Hitler’s primary goals from the beginning. That both countries were extremely authoritarian meant nothing.
Therefore, a totalitarian government employs adhesion to repress freedom and dominate many aspects of life.
