The first stanza of the poem shows this explicitly where they say that there's an old lady on an island that has a daughter who lives on a different continent with an ocean in between. This is easily seen in the first four lines of the poem.
Answer:
The song "Revolutionary Tea," was written in order to speak of King George III's unfair taxes on the American people. In this song, the King is portrayed as "an old island queen" to further express that Britain's actions against the colonists were unjust. By eliciting that he is a queen, it implies that the British government already has more than enough riches to keep themselves wealthy. The King is portrayed as greedy despite having "pockets...full of gold, But never content was she". Therefore, not only was King George III seen as greedy and rich, he was also petty for continuing to tax the American colonists as punishment.
