The First Amendment was ratified on December 15, 1791, as one of the first ten amendments to the United States Constitution, known as the Bill of Rights. The freedoms of speech, assembly, and religion are among the many individual liberties guaranteed by the Bill of Rights.

With a thorough awareness of the religious persecution brought on by official state religions and religious conflicts in European countries, the Founding Fathers created the First Amendment in response to two centuries of state-sponsored religious struggle and suffering in America.

Congress is not allowed to make legislation that establishes a certain religion, forbids its practice, limits free speech or the press, or interferes with the ability of the public to peacefully assemble and petition the government for a redress of grievances.
