Richard Francis Fenno Jr., or known as Richard Fenno, was an American political scientist known for his pioneering work on the U.S. Congress and its members. He was Distinguished University Professor Emeritus at the University of Rochester. He had a distinguished career as a teacher and scholar. He was a leading authority on the United States Congress and published 16 books, several of those won national awards. He was elected to the National Academy of Sciences and the American Philosophical Society and was past president of the American Political Science Association (1984-1985).
