Many carb up before running as its important to have sugars fuel you for a day of perspiring and harsh exercise. Without eating you would run out of energy much quicker and be unable to preform with the same amount of energy you would have with fuel.
Because your body uses the energy from the food to do certain activity​ if you do not play sports or exercise after eating your body will just put that food to waste and turn it into fat.
