The Articles of Confederation was America's first constitution after becoming independent from British rule. The goal of this constitution was to make a government that gave state governments a significant amount of power. One reason why the delegates wanted to give the states more power was due to the fact that the Americans disliked a very powerful central government when they were colonists. In fact, one of the most significant reasons for America's decision to declare independence was the tyranny of the British parliament and King George III (aka the central government).
Even though this constitution was made with the best of intentions, it failed miserably. The central (aka federal) government could not collect taxes, enforce federal laws, or even force states to pay off debts from the American Revolution. For these reasons, and many others, delegates met at the Constitutional Convention in order to edit the Articles of Confederation. Ultimately, the delegates decided to get rid of this constitution completely and replace it with a new constitution. The Constitutional Convention resulted in the creation of the US Constitution we use today.
