The first way is to use the kinetic energy from tides to drive turbines directly, like using wind to drive windmills
The second is to use the potential energy associated with tides. When it is high tide, the barrage (dam) is lowered so water enters. When the tide starts to recede as it transitions to low tide, the barrage is brought back up so that it will drive the turbines as the water recedes.
