This quote illustrates the role of a Commander-in-chief. When the country is invaded or attacked, the president has powers to take critical decisions to deal with the  imminent conflict. In the case of  any crisis, the president is requesting the congress for similar executive powers in order to wage a war agaisnt the emergency, as if it were a real war.
