Hi there! There were several countries looking for the Northwest passage, but Montreal and Quebec was formed by Jacques Cartier, who was from France. In fact, Quebec was the first North American settlement by the French. Spain and England were looking for quicker routes to Asia as well, but did not establish Montreal or Quebec. Germany doesn't make sense at all. Therefore, the answer is B: France.
