A clown has 63 blue balloons and 45 red balloons. The clown arranges the balloons into groups that have the same ratio of blue balloons to red balloons as the whole collection of balloons. How many blue balloons are in a group that has 10 red balloons?

that is exactly 4.5 meaning there are 4.5 groups of 10 red balloons
63 / 4.5 is 14
There will be 14 blue balloons for every 10 balloons.
